The importance of social policy in Turkey is increasing day by day. However, while until recently, 'social policy' in Turkey was mostly centered on 'working life', this understanding is gradually changing. However, social policy has many aspects related to 'non-working life' such as the poor, the disabled, the elderly, migrants, women, youth, etc., and these aspects have been on the agenda more and more in recent years in Turkey.
On the other hand, non-working social policies are mostly analyzed with a 'field/recipient' focus. For this reason, studies on the 'actors' in this field are either almost non-existent or limited to narrow and singular studies.
